Urban Planning Manager

JOB PURPOSE:

Formulate, establish and implement the framework of Urban Planning regulations necessary to address the development and infrastructural needs of a comprehensive Master Plan for projects in the jurisdiction of DTMFZA in order to responsibly meet their strategic objectives.

1. Urban Planning Strategy
 Provide input to the development of the Urban Planning Strategy and implement the Master Planning Strategy to realise the Agency objectives for delivery of Regulatory Services in line with the Vision, Mission and stipulated Service levels of DTMFZA.
2. Framework of Regulations
 Formulate, establish, implement and enforce the framework of urban planning regulations and guidelines necessary to address the development and infrastructural needs of a comprehensive master plan for building projects in Dubai in order to responsibly meet the strategic objectives of Dubai and DTMFZA.
 Provide input to the continual update and improvement of the Urban Planning regulations in order to optimally meet the dynamic needs of the various stakeholders e.g. Government authorities, investors, DTMFZA and the master developer.
3. Master Plan Approval
 Identify, establish and confirm the Master Planning requirements through well defined checklists, templates and market dynamics which facilitate the grant of approval of the Master Plan at various stages of each project.
 Recommend the approval of the Master Plan for all assigned projects by ensuring that all Master Planning requirements have been met.
4. Relationships with Government Authorities
 Establish relationships and proactively co-ordinate with various government authorities e.g. DEWA, Municipality, RTA, Civil Defence, Civil Aviation and Telecom service providers, Ministry of Defence, etc. to ensure that all urban planning issues have been addressed and necessary clearances related to the Master Plan have been obtained e.g. environmental clearances.
5. Identification of Opportunities
 Study and review the market research available for ongoing and future projects in the UAE in order to assess the type of property development to undertake and proactively plan to exploit these opportunities.
 Identify opportunities for extending the zoning regulations or providing Master Planning solutions beyond current jurisdiction in order to generate revenues for DTMFZA and the Master Developer and maintain a sustainable built environment.
6. Solutions
 Resolve ambiguities in relation to compliance with the zoning regulations or approvals pertaining to infrastructure, architectural and Urban design and drawings for various Master Planning Projects.


7. Land Evaluation
 Analyse and provide preliminary estimation of the value of land in order to provide indicators of the potential value of the land asset of the investor.
 Recommend the type of utilisation of the land in order to optimise the land use e.g. for single or mixed use development.
8. Master Planning Approval Fees
 Identify and recommend price models for Master Planning fees benchmarked against other authorities e.g. Dubai Municipality to facilitate comparative pricing which meets the business objectives.
9. Industry Networking and Intelligence
 Proactively network with relevant authorities and parties in the region (e.g. potential investors, real estate agents and property developers) in order to identify, determine and report the prevailing market trends and holistic urban planning and sustainable strategies that can influence the development of the master plan.
10. Innovation and Continuous Improvement
 Identify and recommend new tools and techniques to improve the quality, efficiency and speed of delivery of Agency services through improved functional processes
11. Budgets and Plans
 Prepare the Urban Planning budgets and work plans in order to ensure that all Urban Planning objectives are achieved within agreed parameters and Service levels

Skills

Qualifications and Knowledge :
A degree in Architecture or Urban Planning, preferably with a Master’s degree in Urban or City Planning.
Job Specific Training :
Training in Master Plans and Urban Planning Regulations of DTMFZA
Job Skills :
Planning, Analytical and negotiating skills, good Communication and presentation skills in English, good Interpersonal skills.
Personality & Behavioural proficiencies :
Leadership, conceptual skills, legal acumen, innovative, visualising ability, Influencing skills, a mature professional who can provide reliable advice, strong team player.
Experience :
6 to 8 years of experience in Architecture and /or Urban Planning including at least 3 to 4 years in a managerial role.

A degree in Architecture or Urban Planning, preferably with a Master’s degree in Urban Planning
